Workshop | Strategic Public/Private Partnerships to Enhance DEI and Build Trust in the Community
From October 2021 - July 2022, Hillsboro Parks & Recreation teamed up with Portland-based architecture firm Opsis and local Latino businessowner Jaime Miranda to take a deep dive into enhancing a culturally iconic market through gaining valuable insights during a thorough Community Engagement process. In this session we'll discuss how to leverage strategic partnerships to achieve greater DEI success, how to conduct successful community engagement, and how to bring the vision for cultural tourism to life.

Sarah Delepine is a lifelong resident of Hillsboro, Oregon, and a dedicated public servant. She is a skilled Parks & Recreation professional with experience in community outreach and engagement, project management, marketing & design, relationship management, volunteer management, facility operations, program development and event implementation. Sarah values community enhancement and equitable access and strives to provide opportunities for all community members to connect, learn and advance together. She is bilingual in the English and Spanish languages and has a deep-rooted appreciation and love for cultural expression. Sarah graduated from Portland State University and she and her husband Matt, a Hillsboro Police Officer, have two young kids.
Joe Baldwin

Joe Baldwin, Partner at Opsis, has over 22 years of experience as Lead Designer on multiple award-winning community-driven civic, arts and education projects throughout the west. With an innate ability to engage clients in a highly collaborative process, he brings design excellence, integrity, and conceptual rigor to each project. Joe is interested in the dynamic interplay between landscape, site specificity, social justice, sustainability and built form. Joe is focused on projects that promote community, encourage social engagement, and uphold the clients’ vision, mission and goals.
Bridie Harrington

Bridie Harrington is the first Cultural Artist District Manager for the City of Hillsboro’s Department of Parks & Recreation. Her career in the arts spans over two decades in the public and nonprofit sectors, with a focus on equitable access to the arts and collaboration across diverse fields to support healthy, thriving communities. She holds an MFA from the University of Washington.

Marta Petteni
Associate | Equity Research Analyst at Opsis
She/Her
Marta Petteni is an Italian licensed Architect, project manager, and researcher specialized in participatory design, community involvement, and working with underserved communities at the local and international level. Her research focuses on pressing environmental and social issues – such as climate justice, diversity & inclusion, and racial equity – and is complemented by design work that creates more just and equitable public spaces. She is passionate about working with communities, valuing listening and storytelling as pivotal components for successful engagement and design solutions.
